Albania Shocked After ISIS Flag and Weapons Arsenal Found in Orosh: 12-Hour Police Standoff Ends in Surrender

 A dramatic 12-hour police operation in Orosh, Fushë Arrëz, has raised major security concerns in Albania after authorities discovered a significant weapons arsenal and an ISIS flag inside a remote, abandoned house. The tense standoff, involving gunfire, armed threats, and radical religious proclamations, concluded with the arrest of two men identified as E.U. and J.C., both previously known to law enforcement.

The incident began at around 09:00 on Monday, when officers from the Pukë Police Commissariat were conducting a routine territorial inspection. Police noticed a man who, upon spotting the officers, immediately fled into an abandoned family home. Suspicious of his behavior, officers approached the property and ordered the individual to exit. Instead of surrendering, he refused to comply and issued threats toward police.

Police Surround the House After Threats and Security Alerts

Based on earlier intelligence suggesting the suspect posed a potential security risk, officers quickly secured the perimeter and called for specialized intervention. Reinforcement teams including the RENEA Special Forces, the Pukë Police, and “Shqiponja” units were dispatched to the scene.

As negotiations began, RENEA forces issued repeated calls for the individuals inside the home to surrender. These efforts took a dangerous turn when someone inside the house opened fire toward the police and shouted radical Islamist slogans, heightening the perception of a terror-related threat.

The situation intensified as authorities worked to prevent any escalation that could endanger civilians or officers. The remote location, combined with the armed resistance and extremist rhetoric, forced police to maintain a strict perimeter while carefully managing negotiation tactics.

12 Hours of Tension End in Surrender

After 12 continuous hours of tension-filled standoff, reinforced by negotiations involving the suspects’ family members, both E.U. and J.C. agreed to surrender. During the arrest, police noted that E.U. had a penetrating wound to his right thigh, believed to be a self-inflicted injury.

Both men were immediately detained and transported for medical evaluation and further interrogation, marking the end of one of the most intense domestic police operations in the region in recent years.

Weapons Arsenal and ISIS Flag Discovered Inside the House

Once the suspects were in custody, RENEA conducted a full internal search of the premises. Their findings shocked both authorities and the public:

The presence of ISIS symbols raised immediate alarms regarding possible radicalization, ideological motivation, or terrorist sympathies. Though Albania has dealt with isolated instances of extremist influence in the past, such a concentrated cache of weapons combined with an ISIS flag inside a domestic location is rare and deeply concerning for national security agencies.

Who Are the Two Men? Background and Criminal History

Authorities released preliminary profiles indicating both suspects have previous encounters with the justice system:

E.U.

  • Originally from Kurbin
  • Former member of Albania’s international peacekeeping military forces
  • Previously convicted for “Incitement of hatred and conflict”

J.C.

  • Born in Pukë
  • Previously convicted of theft and intimidation
  • The house where they were hiding belongs to J.C.’s uncle

Police believe the two men had been staying in the house for approximately one week, using it as a hideout.

National Security Concerns and Ongoing Investigation

The combination of military-grade weapons, explosives accessories, and the ISIS flag has triggered an in-depth investigation by Albania’s anti-terror structures. Authorities are now working to determine:

  • Whether the suspects have ties to extremist groups
  • How they acquired the weapons
  • Whether there were plans for future violence
  • Whether others may be connected to the arsenal

The Ministry of Interior is expected to release further statements in the coming days as evidence is analyzed and charges are officially filed.

About Sentinel

SENTINEL is a European project funded by the European Commission and led by the Security and Crisis Centre (SACC by EJC), the security arm of the European Jewish Congress. It brings together the International Centre for Counter-Terrorism (ICCT), national-level Jewish communities from Austria, Czech Republic, Hungary, Italy, and Spain, the European Union of Jewish Students, with the support of the Italian Carabinieri and the Police Presidium of the Czech Republic.

The project is designed to strengthen the protection of Jewish places of worship across the European Union through a coordinated set of activities over a three-year period.

SENTINEL will harness AI-enhanced open-source intelligence to monitor and assess current, emerging, and future threats. It will also equip Jewish communities with practical tools, including a mobile security application with a panic button and an interactive map built on real-time incident data.

Training and capacity-building are at the core of the project. These include scenario-based security exercises, crisis management seminars, and both in-person and online training sessions for community security trustees. SENTINEL will also organise EU-wide and local conferences to foster collaboration between Jewish communities, public authorities, and law enforcement agencies.

Complementing these efforts, national and local workshops will promote knowledge-sharing and preparedness, alongside pilot training programmes for law enforcement. A dedicated podcast series will help raise awareness by exploring threat assessments and potential responses.

With its wide-reaching and inclusive approach, SENTINEL will directly benefit to Jewish communities across 23 EU Member States, enhancing resilience, strengthening preparedness, and building long-term cooperation with law enforcement to meet today’s evolving security challenges.
